Stawką w tym pojedynku jest decyzja: jej ostateczny kształt, uwzględniający, bądź nie, propozycje grup czy lobbystów. Metafora gry pozwala na podkreślenie faktu, że w lobbingu obowiązują reguły i zasady, których przestrzeganie wpływa na wiarygodność, a nawet może często zadecydować o skuteczności i ostatecznej wygranej aktorów.
